At 5:50 on Wednesday morning, the boat ramp looked like Black Friday with dive flags. By late morning our boat held 48 spiny lobsters, the legal limit for four licensed divers in Miami-Dade waters, and the best haul we have managed in six years of running this exact trip with the same crew.

That is not a fishing story. That is a story about the strangest 48 hours on the Florida calendar, and about why the smartest place to spend them might be the island everyone else drives past on their way to the Keys.

What mini season actually is

Every year, on the last consecutive Wednesday and Thursday of July, Florida opens a two-day recreational window on spiny lobster before the commercial traps drop in August. The sport season was born in the mid-1970s as a legislative compromise, and it has since grown into something between a holiday and a mass migration. The last time the state formally counted, nearly 47,000 people dove those two days and pulled roughly 432,000 lobsters out of Florida water. That survey is a quarter century old. Ask anyone who saw a ramp line this morning whether the number went up.

Divers call them bugs, because spiny lobsters are arthropods, cousins of the insects. Floridians spend fifty weeks a year avoiding bugs and exactly two chasing them at dawn with a net and a tickle stick.

The pilgrimage that makes no mathematical sense

The famous version of mini season happens in the Keys. Seventy percent of the two-day harvest came from Monroe County the last time the state measured it. US-1 backs up like a stadium exit, and the Keys hotel market hits its summer occupancy peak precisely this week. Every year, thousands of people sit four hours in traffic for the privilege.

Here is what never stops being funny to anyone who lives on this side of the county line. Monroe County caps you at six lobsters per person per day. Miami-Dade allows twelve. Night diving during the sport season is banned in Monroe County. In Miami-Dade it is legal. The great Florida lobster migration is a caravan of people driving away from a double limit and toward a half one, with fewer hours in the day to use it.

Tradition is a hell of a drug.

The map around Key Biscayne reads like a bar exam

Now the honest part, because the water around this island is not a free-for-all. It is quilted with invisible lines, and knowing them is the entire local edge.

• South of a line running roughly from Matheson Hammock across the bay to Cape Florida, the bay is the Biscayne Bay-Card Sound Spiny Lobster Sanctuary. Stiltsville, the flats, the Safety Valve: closed to lobster harvest every day of the year. You may run legally caught lobster through the sanctuary, but no one from your boat can be in the water while you do.
• Biscayne National Park begins south of the island, and inside it the limit drops to six per person, ocean-side waters only, no spears, and the lobster must stay whole. The postcard-famous Fowey Rocks lighthouse sits inside a no-take box where the answer is simply zero.
• North and east of all that, in the Atlantic off Key Biscayne, the full Miami-Dade twelve applies, including around the county's artificial reef zone off the island, designated back in 1990.

Four divers who know which side of those lines they float on can do what we did this morning. As for where exactly we were: I will tell you the county. Nothing else. Six years of scouting is not a link I am going to publish.

The rules, because FWC will absolutely check

The Coast Guard and FWC announced stepped-up boardings for both days this year, and the checklist is not negotiable. A Florida saltwater fishing license plus the five-dollar spiny lobster permit. Carapace longer than three inches, measured in the water, with a gauge on you at all times. Egg-bearing females go back immediately, no exceptions. A divers-down flag at least 20 by 24 inches flying from the boat, divers within 300 feet of it in open water, and any passing boat inside that circle at idle speed. Off the water, you may possess one day's limit tonight and two days' worth after tomorrow. Then it ends: the window closes at midnight Thursday, and the regular eight-month season opens August 6 with the same twelve-per-day limit in Miami-Dade waters.

The part nobody jokes about

Divers Alert Network counts an average of about two diver deaths every mini season over the past decade. The bugs are not worth it. Watch your air, stay near your flag, surface with a buddy, and let the guy racing his gauge to 48 be someone else.
